Dr Millicent is a highly experienced Specialist Ophthalmologist with over three decades of clinical practice across South Africa, the United Kingdom, Oman, and the United Arab Emirates. She graduated in Medicine and Ophthalmology from the University of Pretoria and holds a Diploma in Tropical Medicine and Hygiene from the University of the Witwatersrand, Johannesburg.

Dr Millicent has held senior academic and leadership roles, including Associate Head of the Department of Ophthalmology at Pretoria Academic Hospitals. During this time, she also led rural eye outreach programmes, providing cataract and surgical eye care to underserved communities.

Her international experience includes working as a Consultant Ophthalmologist in NHS hospitals in Scotland, before relocating to Oman, where she founded and developed the Eye Department at Al Shatti Hospital in Muscat. Under her leadership, the department became the largest in the hospital and introduced multiple advanced surgical services, supported by an international team of visiting specialists.

Dr Millicent moved to Dubai in 2002, where she established the Gulf Eye Center. She continues to provide comprehensive ophthalmic care to patients of all ages, supporting them throughout their vision journey with a strong focus on innovation, safety, and long-term eye health.

Dr Millicent introduced refractive surgery to the Sultanate of Oman and later pioneered the introduction of corneal collagen cross-linking (CXL) for keratoconus and NearVision CK for presbyopia in the UAE. She has a special interest in myopia control, an area she has actively developed since 2012, supporting teenage and adult patients with evidence-based strategies.

She has contributed to medical textbooks, published research on excimer laser techniques, and presented scientific papers at international ophthalmology conferences in South Africa, Oman, the United States, Japan, and the UAE. She remains actively involved in ongoing professional education and international ophthalmology meetings.
